International Police Association : Brief history

The IPA - the largest police organisation in the World - was formed on 1st January 1950. Since that time, its Esperanto motto "Servo per Amikeco" (Service through Friendship) has reached more people than could have been imagined.

The Association was formed because a police sergeant from Lincolnshire, England, Arthur Troop, wanted to create a channel for friendship and international co-operation amongst police officers.

Arthur Troop was born on the 15th December 1914, in Lincoln, England, where he spent his childhood and attended local schools. His working life began as a mechanic but quickly he found interest in other things. He studied at Ruskin College, Oxford, for a diploma in Economics and Social Sciences. During this time he also made a 3-year study of Russian history. He was awarded a bursary to visit Moscow and Leningrad in 1934. Thereafter followed a two-year study of agriculture at Avoncroft Agricultural College in the Vale of Evesham, Worcestershire.

On 19th June 1936 Arthur joined the Lincolnshire Police where he performed duties in various departments but specialised in traffic. Shortly after the Second World War, Arthur set about the enormous task of founding a World Friendship Organisation for police officers. He had always had a great faith in people talking to each other, rather than fighting and always believed in the positive qualities of friendship. At that time, however, he was regarded as an eccentric and experienced considerable opposition from his Police Chief and the Home Office.

Following Arthur Troop’s achievement in creating what was to become the Worlds largest police organisation, there was change in the Authorities’ view towards the International Police Association. In the Queen’s Birthday Honours List of 1965 Arthur Troop was awarded the British Empire Medal for his work in founding the IPA. He was later to receive many high awards from abroad. These included: an Honorary Doctorate from Canada; the Cross of Honour from the President of the Republic of Austria; and following the unveiling of the Arthur Troop statue on the great Plain of Hungary in 1998, he was presented with the ‘Golden Sword of Hungary’ by the State.

On retiring from the police service in 1966, Arthur Troop’s desire to help others continued. He took up another career with the Lincolnshire Social Service Department, as a Home Visitor for the Blind and again achieved National recognition for his charity work in providing Guide Dogs. Even during his later illness Arthur, with his wife Marjorie, continued to run the Stamford Blind Club.

Political changes in Eastern Europe became the catalyst for further increased growth and development within the Association. As an ex-officio member of the International Committee (Permanent Executive Bureau), Arthur regularly attended international meetings, where his advice was heeded and respected. At the XIth World Congress in 1985, he became the first recipient of the Association’s Gold Medal. At the 26th IEC Conference in Vienna, in 1995, Arthur was awarded the IPA World Police Prize.

In spite of his serious ill-health Arthur prepared himself for the Associations 50th Anniversary World Congress, held in Bournemouth during May 2000. Her Royal Highness, Princess Anne, in the opening ceremony paid tribute to “… the man from Lincolnshire, for ruthlessly pursuing the arduous task of establishing the International Police Association by Service through Friendship.” Her Royal Highness went on to say “… Arthur Troop came through much adversity, isolation and disinterest from further up the ladder than we can ever realise.”

On 22nd June 2000, Arthur and Marjorie celebrated their 60th Wedding Anniversary. Sadly, following a long illness, Arthur passed away in his sleep during the afternoon of Thursday 30th November 2000. Arthur was an ordinary British policeman with a dream who achieved his goals by founding the world’s largest police organisation.

Membership of the IPA is almost 400,000. National Sections exist in 61 countries throughout the World. We have witnessed the steady growth of what has become the undisputed major police organisation in the World, both in numerical strength and influence.

IPA Malta Section :

Malta Section was accepted as a full member of the International Police Association on the 30th April 1964 during the World Congress which was held in Liverpool United Kingdom. This year (2009) is our 45th Anniversary since Malta Section became a full member. Before this date Maltese members used to form part of the British Section, Admiralty Constabulary branch Malta, stationed at Corrodino, under the presidence of Mr. Joseph Borg, Admiralty Constabulary Superintendent.

Aims of the International Police Association

The International Police Association is an independent body made up of members of the police service, whether on active duty or retired, and without distinction as to rank, sex, race, colour, language or religion. It's purpose is to create bonds of friendship and to promote international co-operation.

It is committed to the principles set out in the Universal Declaration of Human Rights as adopted by the United Nations in 1948 and recognises that any form of torture is absolutely inconsistent with these principles. It's aims include the development of cultural relations amongst it's members, a broadening of their general knowledge and an exchange of professional experience. In addition, it seeks to foster mutual help in the social sphere and to contribute, within the limits of it's possibilities, to the peaceful co-existence of different peoples and to the preservation of world peace.

•to encourage personal contacts by organising exchange visits of individuals and groups, arranging group holidays and initiating pen-friendships;

•to promote among the police services of all the member Sections respect for law and order;

•to develop social and cultural activities and to encourage the exchange of professional experiences;

 

•to enhance the image of the police in the countries of it's member Sections and to help improve relations between the police and the general public;

•to foster youth exchanges and international youth meetings with a view to promoting greater tolerance and understanding between people, and understanding for the work of the police;

 

•to facilitate a regular exchange of publications between the National Sections and to provide an information service for the National IPA publications containing news on all subjects of relevance to the Association;

 

•to promote international publications, and to help with the preparation of a bibliography of police works and, wherever possible, of all works connected with the law or legal matters;

 

•to facilitate international co-operation through friendly contacts between police officers of all continents and to contribute to a mutual understanding of professional problems.

Arthur Troop Scholarship

Ten Arthur Troop Scholarships are awarded annually, two for each continent in which we have member Sections - Africa, America, Australasia, Asia and Europe.

Each Scholarship consists of a bursary of not more than 3,000 Swiss Francs that is to be used for a seminar at the International Conference Centre ‘IBZ Schloss Gimborn’ or a comparable institution. Applicants must have been a member of IPA for at least one year before applying and the scholarship must be taken between 1st January and 31st December following the grant of the scholarship (extensions not granted).

 

The study Scholarship may be awarded to IPA members in police service, but predominantly targeted at the younger member. The member must submit an application setting out their reasons to support their selection.

Applications must be processed through their National Sections, to the International Secretary General (IAC) and must be supported by a written statement from their Section.

  1. My wife and I have just spent two lovely weeks in Malta. We were guests on a visit to the Police Headquarters by the Malta IPA. Being members of IPA and NARPO in the UK, we send our very best wishes to our colleagues in Malta and thank them for their wonderful hospitality.

  2. Have visited Malta four times in the last four years. Have taken the opportunity to speak to Officers on duty. Also made a visit to Qwra Police Station. As in New York, IPA seems to be a very well kept secret. Liked your site, nice to see a few faces, ( Big Bruce from New Zealand was one ) I have met at Conference's in Moscow, Budapest andf Slovenia. Thinking of spending Christmas and New Year in Malta again.

  3. A very interesting and informative site. I would just like to say a big thank you for your warm and generous reception when I visited Malta with five of my colleagues between 5-7 May 2009 to remember fallen comrades at the RAF monument at Floriana. In particular, Mr Romeo Micallef was an outstanding host and guide throughout our stay in Malta and I am very grateful to Romeo for all that he did. Thank you also to Joe Mamo for helping with the arrangements for our meeting with the Deputy Commissioner . It was a huge honour for us all to meet you all and to spend time in Malta.   1. During an executive committee meeting held on the 11th February, it was decided that for our 46th Anniversary (30th April 1964 ) the following activities will be organised.

    •As in previous years the Thanks given Mass will be held at PHQ on Sunday 2nd May at 09.00hrs, followed by light refreshments at the other ranks canteen.

    •Community work, which has always been appreciated where ever we have been, will take place on Saturday morning on the 24th April, at 08.30hrs, the institute or ‘home’ being visited will be communicated to you in due course after the necessary arrangements are made.

    •Following an invitation by the RAFA committee once again we will be participating during the wreath laying ceremony around the Air Force memorial at Floriana in front of the Phoenicia Hotel, during the first week of May. For this ceremony His Excellency the President of the Republic of Malta Dr. George Abela will be attending.

    •This year anniversary Pistol shooting competition is being held on Saturday 8th May under the usual conditions at the AFM ranges Hal-Safi. Those interested to take part during this competition are kindly invited to submit their application form and the relevant documentations by not later than the 24th April 2010. The fee for this competition is members €7 non members €10.

    •Wine and Pizza get together on the 30th April at 19.30hrs at the Ass. Centre Marsa.

    •As in previous years we will be also organising, conjointly with the Traffic department, a visit to the Blood Bank, on Friday 30th April at 10.00hrs. Those attending at St. Luke’s for this activity are mostly welcomed for the wine and pizza get-together in the evening at 19.00 hrs. at the Associations Centre Marsa.

    Visit from Australia: After receiving a request from our friend Val Doherty from Section Australia, Dione Bugeja called at Mellieha on the 4th February, to meeting former Western Australia police Commissioner (1985 - 1994) and IPA member Brian Bull and his wife Pat. This was the fifth visit to Malta for the couple, since here in Malta they have their grand daughter and two great grand children, with whom they stayed during their visits. During the cordial meeting between IPA colleagues apart from discussing police work and IPA in general, with the great grand children playing around, it was inevitable to talk also of family matters and how our grand children are being brought up now a day’s. Brian who has been a long standing IPA members, since his retirement, he is now heavily involved in voluntary work at St. Vincent De Paul in Australia. One comment he expressed during the conversation, which we tend also to share, was that it is very important for servicemen going on pension to plan ahead their retirement life style.

    Visit to Switzerland: During a short visit to Switzerland by Joe Borda purposely to hold for the first time in this arms his only grandson Ryan James, Joe requested and submitted a travel form to be able to meet IPA colleagues from the Swiss section. Although the necessary arrangements were made well in advance before his visit, while he was in Burgdorf, Anita the IPA member who was entrusted to meet him felt sick and consequently the request made by Joe was nearly put off for another visit. However after new contacts were made, Anita managed to recover just in time and Joe was met on Saturday, the day before he left from Burgdorf. Our thanks go to Anita for her flexibility in the circumstance.

    British Section celebrating its 60th Anniversary: As we all know the International Police Association knows it origin to Arthur Troop in January 1950, consequently to commemorate its 60th anniversary Section United Kingdom will be organising a number of activities in different parts of the United Kingdom. For these manifestations all Section around the world are being invited to participate including Malta Section. The keynote of these events will be a service of re-dedication of the IPA stained glass window at Guildford Cathedral on Friday 18th June 2010. The window was originally dedicated to the late Sir Peter Matthews while Chief Constable of Surrey Constabulary. Sir Peter, who retired in 1982, was President of the IPA British Section for two years, becoming the International President in 1966, an appointment he held for the next four years.

    Other activities related to the 60th Anniversary include:

    **Thames Valley South Branch is organising the Royal Windsor Friendship Week, from 13th – 17th May 2010. For more information contact ipa2010@windsorweb.me.uk

    **IPA Northern Ireland is hosting its first Friendship Week, entitled, ’A Taste of Ulster’. The event will run between the 31st July and the 7th August 2010

    **A Friendship Week will be held in Durham City from 1st – 8th August 2010.

    **Central Scotland Friendship Week, which runs from the 7th to the 14th August 2010. Places are limited and will be allocated on a first come, first served basis.

    **A football tournament is planned as part of the Diamond Jubilee celebrations. The event will take place at York University from 17th to 18th September 2010.

    Invitation: Danubius Cup Bowling: The Romania Section is inviting IPA members for the first edition of a bowling competition to be held between the 22nd and 25th April 2010 at the Viva Club. Participation cost for two persons is €280 which includes: accommodation 3 nights and a menu full board. For more details, interested members are invited to call at the IPA office.

    Ursuline Sisters appeal: Following an appeal by the Ursuline sisters of Angela House G’Mangia to the police for financial assistance and upon the authorisation by the Commissioner for a voluntary collection from police personnel, the IPA executive committee has decided to participate in this solidarity gesture. Members wishing to contribute towards this charitable cause are kindly invited to call at the IPA office with their offer by not later then March 5th. As a section we intend also to contribute.

    Visit to Sicily: On the 15 February our colleague Joseph Cilia together with his wife Mariann started a 7 days holiday in Sicily after a travel form was sent to the Sicilian Section. Upon their arrival at Catania they were greeted by our friend Sig. Salvatore Puglisi, Treasurer Ionica Eetnea Acireale, who that evening took them to Acireale carnival. There they were welcomed and introduced to the branch president Sig. Pennisi Diego and members of the committee.

    On the 16th once again Joseph was invited to Acireale for the final carnival defile, however since due to bad weather the manifestation was cancelled, Sig. Puglisi took them on a sight seeing tour around the town.

    On the 17 Feb being a lovely sunny day, Sig. Ottavio La Placa invited the couple to take them to Mount Etna and the surrounding villages.

    On the 18th, Sig. Di Bella Angela took Joseph and Mariann to Siragusa to visit the church dedicated to the Madona delle Lacreme, and the ancient temples.

    On the 19th our friends were where again invited by the IPA Acireale for a Pizza night.

    On the 20th with the help of Sig. Puglisi the couple were taken to Palermo were upon their arrival they were met by Sig. Ismondo Sciuliara who is the treasurer together with his assistant Sig. Lipari Francesco who took them to the picturesque village of Monreale. A visit to Palermo was also included together with traditional food tasting.

    On the 21st being their last day Sig. Strano Diego took them around the small villages of Catania stopping for lunch at Zafferano before taking them to the airport. When contacted after his arrival back home Joseph was very excited about the wonderful experience he had, definitely not expected. On behalf of this wife he expressed their thanks to the local committee and our president Dione Bugeja who did all the contacts with his friends within the Sicilian IPA Section.

    Our thanks go to the Italian /Sicilian Section for taking such a good care of our colleague during his visit to Sicily. Carrissimi amici tante grazie per la vostra assistenza con il nostro college.

  2. New Year’s greeting to the President of the Republic of Malta and other dignitaries: Following the initiative of last year, on Friday New Year’s day, a delegation from the Executive Committee lead by the President Dione Bugeja, called at the Palace Valletta with other organisations, to give His Excellency the President of the Republic of Malta Dr. George Abela and his Good Lady the New Year’s good wishes. After a few minutes with His Excellency, the committee delegation move to the Archbishop Palace to extend the good wishes also to His Grace the Archbishop of Malta Mon. Paul Cremona, His Grace Mon. Depasquale and His Grace emeritus Mon. Mercieca. With the three Bishops the group spent enough time to mention previous visits, and to give the three bishops brief information about the Association and our plans for this year. With just a few minutes in hand before 11.45, the delegation walked up Castile Place to meet and give the New Year’s good wishes also to the Hon. Prime Minister Dr. Lawrence Gonzi and Lady Gonzi. On all three occasion the IPA delegation was given the opportunity to take commemorative photographs.

    National Council Meeting 2010: As you were duly informed through our e-News and Il-Pulizija our National Council Meeting was held on Sunday 24th January between 09.30 and 12 noon, at the Police Associations Centre Marsa, starting with the Sunday Mass concelebrated by Fr. Ray Bonnici. After Mass the meeting was opened at 10.15hrs by the President Dione Bugeja who after thanking those present for their participation and support, went on with his power point presentation report. . Through his presentation Dione Bugeja covered most of the important events which took place during 2009, the highlight of these events being the PEB meeting held in Malta, between the 4th and 8th March, after a period of twenty years. Other events to be noted were the meeting with His Excellency the President of the Republic of Malta Dr. George Ablea after taking office, Community works and the 45th Anniversary activities.

    Following this presentation the Secretary General Romeo Micallef took the floor with his report, giving details about NEC meetings held, and also some information about topics discussed and decisions taken. Next in line came the National Treasurer Joe Mamo who through his power point presentation gave to those present a detailed report about the financial state of our Sections and the profit and loss account for 2009. As a whole we have done considerably well, exceeding also slightly the profits projected in the budget. At the moments the accounts stand as follows:

    After the three reports were approved, the President proceeded by putting forward a resolution for approval by those present, so that the Secretary General can proceed and file an application with the Voluntary Organisations Office, so that our section be recognised as a Voluntary Organisation. Upon acceptance of the resolution by those present, the president put forward a few amendments in the National Statute and Rules in connection with the Voluntary Organisation application, and also to bring our National Statute and Rules in line with the international Statue and Rules after a few amendments were approved by the delegates during the World Congress 2009.

    1.Statute Article 2.1: The Association is an independent body, autonomous and non profitable, made up of voluntary members of the police service, whether in employment or retired, and without distinction as to rank / position, sex, race, colour, language or religion. Its purpose is to create bonds of friendship and to promote international co-operation.

    2.Statute: New Article 11 – Dissolution: In the event that dissolution of the International Police Association Malta Section takes places and all efforts to save the National Section fail, the assets of the Section shall be given to a charitable organisation to be chosen by the provisional existing committee.

    3.Including the phrase ‘Members of the police service’ in article 2(h) and Article 5.5

    4.Amendment to the National Rules art. 18 ‘Full service membership’ (25 years membership) to read €65 instead of €60. During 2009 seven ‘full service members’ were registered.

    After the president put forward these amendments, a healthy discussion took place to clarify certain points. With regards to the National Rules art 18, ‘Full Service membership’ there were suggestions from the floor that this should be increase even further, because as explained by the president it is very advantageous to the member, but damaging to the future association fund. While the president accepted the comments, he proposed that the increase should take place gradually as already started two years ago, when ‘Life membership’ was changed to ‘Long service membership’. The above amendments were all approved by those present. Before declaring the meeting closed at about 12 noon, Dione Bugeja thanked once again all those present for their attendance and support during the past year. He also thanked the Commissioner Mr. Rizzo for his assistance and help when this was possible. A deserved thanks was also expressed to those friends who from time to time help our Section through their sponsorship, without which life would have be more difficult. On the occasion of this National Council meeting, particular thanks was expressed to the Management of Hotel Phoenicia Malta for sponsoring the table banner and for providing the committee with the in focus. On concluding the ‘membership lottery’ was drawn up by young Gilmour Borg and the winner Joseph Mamo received the two tickets for Corfu from the President, kindly donated to us by Fantasy Tours. Light refreshments were served and IPA token were distributed at the end of the meeting.

    IPA Hellas: Change of name. From now on Section Greece will be known as IPA HELLAS. This is to reflect a governmental desire within the country to return to its historical real name.

    60th Anniversary coins for sale: US Section Region 57 has developed a 60th Ann. IPA unique rectangular shaped coin in cooperation with the UK West Mercia Branch the cost being $10 per piece.   3. With God’s will another year has passed and soon 2009 will be something of the past. When we look back through the past months, we can describe 2009 as a positive year with regards to our association, achieving a good number of objectives.

    * Definitely the high light of this year was the PEB meeting in Malta in March, an event for which we have worked very hard and in return we received excellent comments to be proud of.

    * As part of our 45th Anniversary activities, we managed to organise the first IPA Pistol Shooting Competition, which was a great success, an additional activity for our members.

    * Continued promoting our Association whenever possible, meeting both Presidents of the Republic, His Excellency Dr. Edward Fenech Adami and His Excellency Dr. George Abela. Other meetings included that with the Hon. Minister Dr. Carmelo Mifsud Bonnici and the Hon. Parliamentary Secretary Dr. Chris Said.

    * As Section Malta we were invited and participated during manifestation in Lecce and Foggia (Italy) and in Amsterdam (Holland).

    * We have attended for both the Mediterranean Regional meeting and the World Congress and I am very pleased and honoured to have been reconfirmed once again as Internal Auditor for the second term.

    * We have started the process of being recognised as an NGO.

    * As expected, especially during the summer months, our Section was requested to assist a number of foreign friends who visited our island. On the other hand we had a number of requests from our members for assistance while travelling abroad, most of which returned back home very satisfied.

    * General information about our Association was continuously passed on to our members through the monthly electronic e-News and the quarterly two pages article on Il-Pulizija.

    * Thanks to the co-operation offered by the MPA, at last IPA Malta managed to launch its website www.mpa.org.mt/ipa.

    * Increasing membership has always been and will always be one of our main objectives. To this regard thanks to the Commissioner I was granted the opportunity to call at Police Academy and give a two hour power point presentation ‘What IPA is all about’ to all five recruits’ classes. We sincerely hope that this work will convert into new members. .

    On concluding as already stated, we feel that 2009 was a relatively good year, however with a bit of effort and good will from all of us we can even do better especially with regards to membership. Whilst thanking you for your support we invite you to attend for the National Council meeting on the 24th January at 09.30hrs at the Association Centre Marsa.

    International President Message: In the name of the newly elected PEB, I would like to express our gratitude and thanks to the Delegates of the 57 National Sections, who were present at the XIX IPA World Congress, for the trust they have placed on us in order to carry out our mission for the next three years. I assure all National Sections that all PEB Members will work hard to satisfy the needs of all members in directing the future of our World wide organisation in respect of the IPA goals. Personally I feel particularly honoured for my re-election for a fourth term and I thank the Delegates who have again entrusted me with the IPA leadership for another three years.

    I am very much aware of the tasks I have undertaken to fulfil and also those that will be encountered, however with good organisation, planning and hard work our targets will certainly be achieved. In collaboration and with the support of the other PEB Members, the International Commissions and the contribution of the National Sections, success is guaranteed. All PEB Members are aware of the fact that from the time of their election on the PEB, they are totally committed to international interests, even if in conflict with the views of their own Sections.

    The following issues of particular importance will be dealt with as priorities in the near future:

    1.IPA support to the Police Profession – Professional Seminars/Workshops.

    2.Further promotion of IPA ideals outside Europe – Africa, Far East, Arab Countries, Latin America

    3.Increase of efficiency and higher transparency.

    4.IAC Website – To be improved and enriched with more information.

    5.Internal and External Communication will be improved.

    6.Increase participation in the field of disasters – Immediate humanitarian assistance.

    7.Maintain the sound financial situation of the Association.

    8.Financial support to the International Commissions and other organs of the Association for the benefit of the members.

    9.The Chairmen of the International Commissions to encourage National Sections to organise International IPA Events with the participation of IPA Members, especially young serving police officers.

    10. More involvement of National Sections on International IPA matters.

    In concluding I would like to assure all National Sections that the PEB Members will do everything within their power to achieve our goals in promoting the ideals that inspired our Founder to establish IPA. Michael Odysseos

    President’s Fun Run: Under a typical autumn lovely blue sky with a nice fresh breeze, over five thousand persons responded to the appeal by His Excellency the President of the Republic Dr. George Abela to participate during a Fun Run /Walk in aid of the charity campaign l-Istrina. In support to this national appeal, IPA Malta also participated with other associations and individual. We are pleased to comment that this collective manifestation was a great success and every participant was pleased and satisfied of himself to be part of this national event.

    Pistol Shooting Competition: After the success of the first IPA Shooting competition in May, on the 12th December the second Pistol Shooting Competition was held at the AFM ranges at Safi, during which event nine competitors took part. Upon their arrival all shooters received a briefing from the range marshal Stg. Chris Stafrace AFM assisted by Dione Bugeja. All participants fired 24 rounds at different timings and distances. The overall winner with 139 points was Anthony Zammit followed by Robert Attard and Luke Bonello. Congratulations to the winners and competitors.

    Condolence: On behalf of the NEC and members we would like to express our condolence to the Deputy Commissioner Mr. Joe Cachia and his family, for the loss of their mother Catherine which occurred on the 18th December. Funeral was held the following day at Marsaxlokk Parish church.

    The annual traditional November visit to Maria Addolorata Cemetery for the Blessing of the Police graves, this year took place on the very first day of the month. As it was expected on the first Sunday of the month dedicated to the ‘death’, large crowds visited the cemetery, with most of the people carrying candles and flowers to be placed on the graves of their beloved ones. Before 9am the Chapel was

    already packed up with uniformed police officers, ex servicemen and relatives to attend Mass which was concelebrated by the police chaplain Fr. Ray Bonnici. The Hon. Minister for Justice and

    Home Affairs Dr. Carmelo Mifsud Bonnici attended accompanied by the Commissioner Mr. John Rizzo. At the end of the service upon the invitation of Fr. Ray Bonnici, under a beautiful blue sky,

    type for ‘St. Martin’s summer’, a considerable large crowd gathered around the Police monument, for the blessing of the graces and the laying of wreaths by the government and police associations. After the prayers and blessing of the graves Mrs Helen Sciberras daughter of ex PC Emanuel Cilia who passed away on the 12-9-09 and Mr. Jonathan Abela son of ex PC 747 Joseph Abela who passed away on 28-5-09, were invited to express a few words dedicated to their beloved ones. Following a minute of silence, wreaths were laid by the Hon. Minister, the Commissioner and police associations, at the foot of the monument. Our National President Dione Bugeja laid the wreath on behalf of IPA Malta, watched by members of the National Executive Committee.

    Visiting friends: Gentlemen - from Susan and myself - greetings. How can I begin to thank you all enough for our wonderful visit to your Police Headquarters on 14th October 2009. It was absolutely

    stunning. We were most impressed with the building and the facilities you have. The museum is to be admired as well as "the Black Museum". It is good to record the Police history of Malta and to show how effective the Police Force is there. I have already told my IPA and NARPO friends of my visit and trying to arouse some interest for a group visit say in two years time. Many people in our village have asked me about Malta and you can imagine my excitement in telling them just how wonderful it is. One of the most impressive things we came across was the friendliness of the Maltese people - this made us feel so much "at home". Although we came 12 years ago, the memories of that visit still lingered on and with this visit, they will be with me forever. I have a Regional IPA Meeting this weekend and will be telling of my wonderful Malta IPA Experience as well as getting an article in our own magazine if I can. Gentlemen - many, many thanks from both of us. I will be passing on your kindest regards to Alan Carter when I tell him of my visit. With very best wishes to you all.

    Highlight news from the World Congress:

    Election of PEB and Internal Auditors: Elections resulted in several changes and two new PEB

    members. The two Internal Auditors, Dione Bugeja (Malta) and Günther Lambrecht (Germany) were

    re-elected for a second term. Setting the International Levy: Once again, the International Treasury reported our finances were in good order and proposed that there be no change to the international levy for the coming year, which remains at 2.00 CHF. Pierre-Martin and Romain were thanked for their dedication, hard work and excellent team work when presenting the accounts. IPA Seychelles: On the recommendation of the PEB, Delegates voted to continue the suspension of Section

    Seychelles for another year, whilst efforts are made to assist the Section. Sports Trophy: ISC Chairman, Julianna Papné Végső, presented the Sports Trophy to Section Hungary for successful organization of sports events during 2008. PEB Motion to Allow Civilian Membership: Delegates voted to amend International Statute, Articles 2.1 and 2.2.h), and International Rules, Article 2.1.a), to allow civilian members of the police service to become IPA members. Sections may still restrict membership to police officers only.

    Emergency Aid: An amendment was accepted by Delegates that where financial assistance is required immediately, the International Treasury can make an instant payment from International funds up to a maximum amount of CHF 10,000 per incident. Any such payment may only be made in support of an appeal.

    Arthur Troop Scholarships: The total amount budgeted for these awards is 30,000. Delegates agreed that unused amounts can be carried over into the next financial year. This could allow an additional scholarship to be awarded.

    International Youth Gatherings: The age limits change to 16 and 17 year olds and that a young person may only participate in one IYG was accepted by Delegates.

    Colour of new style IPA Membership Card: The USA motion was not carried to keep the colour of the card the same every year.

    World Police and Fire Games: The UK motion to partially sponsor this event at a cost of

    US$ 10,000 was accepted. The Games take place every other year; 2011 in New York City

    and 2013 in UK Belfast. It was considered by most to be a tremendous opportunity to

    promote IPA with the logo being displayed on the Games’ publications and being able to

    man IPA stands at the event. Young new members would be attracted from the anticipated participation of 10,000.

    Italian Earthquake: The Delegate from Italy thanked Julianna (then ISC Chairman) for her assistance with the IPA Appeal and expressed appreciation to all Sections for the generosity and solidarity demonstrated follo wing the quake. An amount of CHF 20,000.00 was donated via the IPA / IT account, plus donations sent direct to Italy by some Sections.

    supervision of Sgt. Chris Stafrace AFM. As we have already informed you between the 6th and 11th October the XIX IPA World Congress was held in Antalya and for this meeting nearly all National Sections were present, Section Malta being represented by Dione Bugeja and Romeo Micallef. Before the opening ceremony the Turkish Organising Committee was officially presented with the voting batons, which were distributed to delegates upon being officially approved by the International President. The opening ceremony was held on Wednesday 7th October attended by high Turkish Police officials including also the Turkish Police band. Upon the Congress being declared opened by the International President Michael Odysseos, works started immediately early in the afternoon. During the first afternoon session, after the PEB report by the International President, our National President Dione Bugeja was invited to give a power point presentation about the PEB visit to Malta, last March which presentation was well accepted by the delegates. After the Financial report presented by the International Treasure Pierre Martin Moulin, it was once again our National President turn as one of the Internal Auditor, to present the Auditor's comments to the delegates for the financial year 2008. Following the reading of these comments, a number of delegates approached our National President to congratulating him about the findings, and how these were presented to the assembly, promising also their support for the elections. After two and a half days of working sessions, on Friday 9th at 16.00hrs the PEB stepped down, to give way for the elections of the new PEB 2009 - 2012. At this stage the anxiety which such elections tend to create, especially after expected lobbying and discussions, reached its climax. As the counting of the votes casted by the delegates, starting producing one result after the other, on the electronic board at the centre of the hall, there was joy however as expected there were also disappointed faces.

    At this stage we are pleased to inform you that our National President Dione Bugeja was once again re confirmed for the second term as Internal Auditor together with Gunter Lambrecht of Germany. Notwithstanding that we are one of the smallest sections, this proves that although being small, we are capable to produce to such extend that our contribution was acknowledged by the delegates and our candidate was re confirmed during the elections. For our Section this is indeed a great honour. Our thanks go to all those delegates who have support our candidate. After the results were announced as expected congratulations were expressed to the new PEB, wishing them success in their work. Now that the elections are over we would like to express our sympathy and thanks to those candidates and friends who although being competent in their respective field, as their elected colleagues, failed to collect sufficient votes to reach their goal. When the congress was declared closed by the International President everyone present congratulated the Turkish Section for a Congress very well organised to the minimal detail. Most of the delegates present did not hesitate to declare that this was one of the best congresses ever organised, and that after such a successful organisation, it is going to be rather hard for future organising committees to maintain such a standard.

    Congratulations: Wedding bells shall be ringing for member Nicholai Spiteri (life member) and his sweetheart Melania on the 7th November, 2009. On behalf of the NEC we wish the newly weds all the happiness that a married life can bring with.

    Our rather belated congratulations also go to our colleague and member Marco Mallia on being promoted to Superintendent. We wish him success in his new position.

    International NGO: Recently we were informed by Daniel Condominas the 1st Vice President that after 2 years of negotiation, the head of UNESCO, Koichiro Matsuura, official informed the PEB that since the 14th September 2009, IPA is classified as "International NGO, maintaining operational relations with UNESCO".

    Notte Bianca 2009: Following the visit of our National President and Alfio Borg to Lecce for the Security Expo last March, where they were given all the necessary assistance by Ispettore Nicola Colucci, IPA member Valle d’Itria di Martina Franca Italy, recently Nico and Jenny paid us a short visit from the 3rd to the 6th October 2009. Since upon their arrival it was Notte Bianca at Valletta, both Dione and Alfio took the opportunity to take our friends for this beautiful manifestation which was very much appreciated. After hours roaming the streets of the city among large crowds, visiting important buildings, listening to performances and stopping for refreshments at the Upper Barraka Gardens, as the group was about to leave they were met by the Hon. Minister of Justice and Home Affairs Dr. Carmelo Mifsud Bonnici who was more than pleased to stand with the group for a commemorative photo. This gesture of hospitality by the Hon. Minister was very much appreciated by our colleagues. During the remaining days our friends were taken out on sight seeing tours of the Island, when on Tuesday 6th, they were taken back to the airport for their return flight to Bari.

  6. World Congress 2009: Between the 6th and the 11th October 2009 the IPA World Congress is being held in Antalya during which congress the PEB elections will be held. During this congress our National President will be presenting the Internal Auditors report to the delegates and once again he is being proposed for the post of Internal Auditor for the second term, together with other five candidates. This year the post for the presidency is being contested by two candidates, the actual president in office Michael Odysseos and the lst. Vice president Daniel Condaminas. On the other hand the post of International Secretary General is also being contested by two candidates, the present Ass. Secretary General George Katsaropoulos of the Greek Section, and Kevin Gordon from the USA Section. For the third consecutive World Congress in collaboration with the Malta Tourism Authority, IPA Malta Section will be providing delegates with the voting batons, to be used during the voting sessions. This is a local initiative which was introduced in 2003 in Norway and continued in 2006 in Slovenia. Thanks to MTA for their continuous support.

    Presentation: Following the Blood donor’s activity which took place on the 28th August, during this month, Edgar Dalli was presented with the two tickets for Sicily on the catamaran kindly donated to us by Virtu Ferries.

    Don Antonio from Foggia: Following the visit our National President made in Foggia last June, where he met a number of IPA friends, including Don Antonio who is the parish priest of one of the parishes on the outskirts of Foggia, on the 24th August Don Antonio arrived in Malta for a short visit with a group from his parish. Upon his arrival Don Antonio was met by our National President. On Wednesday he was taken out on a sightseeing ride to Bugibba and San Gwann where they met Fr. Raymond who was about to concelebrate mass at il-Madonna tal-Minsijja chapel. Before leaving the island Don Antonio had very positive remarks re his first visit to Malta.

    A day with the London Met Police: Thanks to the IPA during a recent visit to UK, I have fulfilled one of my dreams that of observing the Metropolitan Police patrolling the streets of London. During my visit I was hosted by IPA members Mr George Palmer who is a retired police officer together with his colleague Mr. Terry O’Hallorn, who is a serving member of the Met police. On the 22nd August we met at Plumstead Police Station at 8am for a day which proved to be a great experience for me. After the usual introductions, they made me tour around the Police station, showing me great hospitality and making sure I felt at home. I was taken to the Control Room, the Custody suites, the briefing rooms, and the CID department. Although this is just a district police station, it has all the facilities of a police headquarters. After the tour it was time to go out on the beat. We boarded an unmarked met police car and later also the met police prison van. While affecting the patrol, I could observe the way they carried out their duties and how they responded to the various calls. I was impressed how courteous they are with the public and the reciprocal respect they receive from the common citizen. However at the same time they are assertive and very well trained. It must be pointed out that the Metropolitan police like other police departments within the UK benefit from vast resources and equipment which facilitates their job and make them more professional in what they do. After performing an entire twelve hours shift with my friends it was time to be dismissed.

    I must admit that this was definitely an extraordinary experience for me during which I have gained considerable knowledge about policing in another country. Both George and Terry have been in Malta and they have friends within the Force. They spoke very highly of our officers and they told me that they think that we perform a great job considering our limited resources. Although this was not the first time I met UK police, it was my first experience with the Metropolitan Bobbies.

    After this successful visit I feel I should express my gratitude and thanks to PS Joseph Mamo, the National Treasurer for this help in making the necessary arrangements. Finally, I am personally convinced that it is beneficial to be a member of the IPA which aims to provide us with various opportunities such as experiencing policing away from our shores and also meeting foreign colleagues from around the world. Police 195th Anniversary Festivities 2009: For this year the festivities to commemorate the 195th Anniversary of the Malta Police Corps, took off on Saturday morning 4h July at Freedom Square Valletta, with a number of displays by different sections of the Force including the Police Band. The fact that Saturday morning is always a busy day at the ‘city’ contributed to considerable crowds round the display area, with children taking the front line not to miss what was going on. A number of police vehicles were also on display adding the attraction to passers by especially those accompanied by the young ones. Several children took the opportunity to sit behind the steering wheel of a mobile squad car or mount a motorcycle for a memorable photo to show to their friends.

    The following day, being Sunday before the 12th July, we all met at Maria Addolorata Cemetery chapel for the traditional ceremony of the ‘Blessing of the Graves’ led by the Hon. Minister of Justice and Home Affairs Dr. Carmelo Mifsud Bonnici who was accompanied by the Deputy Commissioner Mr. Joseph Cachia, in the absence of the Commissioner Mr. John Rizzo who was indisposed. After Rev. Fr. Ray Bonnici concelebrated Mass, he invited the congregation to meet on the Police graves, where after a short prayer and blessing of the graves, the trumpeters sounded the ‘Last post’ followed by a minute of silence and the ‘Reveille’. Two short reflections were read by relatives of deceased colleagues, to make those present feel more the sensitivity of such an occasion. Wreaths were laid on behalf of the government, the commissioner and associations within the force. Dione Bugeja in the presence of other National Executive Committee members laid the wreath on behalf of IPA Malta Section.

    During the week a number of police displays took place in different localities which included Marsaxlokk, Bugibba, Qormi, Mdina and even St. Vincent de Paule residence.

    On Thursday 9th the Police Bank gave an excellent concert at the Mediterranean Conference Centre, with musical arrangements varying from classical to pop music to the delight of the audience present. To cover all sections of the band, apart from the police personnel, our conductor senior inspector Anthony Cassar had to include also a number of guest musicians and some of the top singers on the island. Proset for the excellent musical performance.

    This year, for the first time, the Police Day defile was not held since the Main Guard square opposite the Palace could not be used due to the new paving works which is still in progress. Instead on Friday 10th July, a Guard of Honour was mounted in front of Police Headquarters to salute dignitaries arriving for the Pontificial Mass, which included the Hon. Minister of Justice and Home Affairs Dr. Carmelo Mifsud Bonnici, the Hon. Prime Minister Dr. Lawrence Gonzi, and for the first time since taking office in April, His Excellency the President of the Republic of Malta Dr. George Abela. This year once again Mass was concelebrated by His Grace the Bishop of Gozo Mons Mario Grech, since His Grace the Archbishop of Malta Mons. Paul Cremona was leading a pilgrimage of teenagers to the Holly Land. Unfortunately since the Commissioner was still indisposed the honours of the house had to be performed by the Deputy Commissioner Mr. Joseph Cachia. During Mass His Grace the Bishop was assisted by Rev. Fr. Raymond Bonnici the police chaplain. We are pleased to say that during this prestigious activity the three IPA local officials took an active part since the National President, was invited to read the ‘prayers of the faithful’ after the gospel, the Secretary General took up the offerings whilst the National Treasurer was a member of the police choir. After Mass the dignitaries were invited for refreshments at the Officers Mess.

    In the evening a reception was held at Police Academy also attended by the highest dignitaries, officers and guests. For this function the three IPA local officials were officially invited together with the three British IPA colleagues namely Chris Butler, Ron Parker and Antonio Menzies who came purposely for the occasion in their British service uniform. During the evening our friends took the opportunity to meet a number of guests including His Excellency the President of the Republic of Malta and the Hon. Minister of Justices and Home Affairs. A momentum was presented to the Deputy Commissioner Mr. Joe Cachia.

    On Saturday 11th July a open day was organised at Police Headquarters and the general public had the opportunity to visit the building including the museum. Celebration in Gozo took place on Sunday 12th July with a Pontifical Mass followed by a reception.

    Invitation to Foggia: Following the successful visit to Security Expo which was held in Lecce in March, during the month of June between the 20th and 23rd June, our National President Dione Bugeja was once again invited to be one of the speaker during the lst. National Security meeting held at the Aula Magna Facolta’ di economia Universita degli studi di Foggia. During this convention which was held on Monday 22nd, several speakers took part, coming from different fields concerning security. On this occasion Dione Bugeja took the challenge to conduct his presentation for the first time in Italian, an effort which was very much appreciated by the organisers and the audience present. As expected during similar visits contacts were made with IPA members from the Puglia regional section and also with members of the Italian National Board, two in particular inspectors Nicola Colucci from Valle d’Itria di Martina Franca and Maria Antonietta Piscitelli from the ‘Questura’ of Foggia.

    Arthur Troop Scholarship 2010: Once again we would like to remind you that the deadline date for receipt of applications for the Arthur Troop Scholarship is the 31st August since application must reach the International Secretary General by the 30th September. Each Scholarship shall consist of a bursary of up to 3,000 Swiss Francs, that is to be used for a seminar at the International Conference Centre ‘IBZ Schloss Gimborn’, or at a comparable institution, and shall include travel and accommodation expenses. The Scholarship shall be awarded to IPA members in police service, but is predominantly targeted at the younger, lower ranking member, who is not generally in the position to avail of police service funded courses. The applicant must have been a member of the IPA for at least one year. For more information and applications forms please call at the IPA office PHQ. Opportunities should not be missed.

    Visit to the Blood Bank: Once again we are organising a group of donors to meet at the Blood Bank Centre G’Mangia on Friday 28th August at 10.00hrs and this time we wish to break all previous attendance records. As a gesture of thanks towards those participating, IPA Malta will be drawing a luck name and the winner will be receiving two tickets for Sicily on the catamaran, kindly donated to us by ‘Virtu Ferries’. IPA 11th Mediterranean Regional meeting: Between the 8th and 10th May 2009, Section Malta was invited to participate with the rest of the Mediterranean Sections for the Regional meeting which was held in Lugano hosted by the Swiss Section. Upon this invitation our National President Dione Bugeja and Alfio Borg the Assistance Treasurer attending for this meeting, after making good from their own pockets with regarding to the travelling expenses. The meeting was held on Saturday 9th May at the Municipal Council Hall, with all Sections attending with the exception of France. The meeting was chaired by the Police Chief of Lugano city Dr. Roberto Torrente assisted by Cyprus National President Michael Odysseos. As in the previous meeting in Jesolo in 2008, our National President Dione Bugeja was invited by the organising committee to act as secretary of the meeting, to record and prepare the meeting minutes. Topics discussed during the meeting included: IPA Exchanges, IPA friendly accommodation, Social/Cultural Activities, Future of the Association and Elections PEB 2009. During the open discussions several delegates participated expressing their views on the topics mentioned. Off course the interesting part came when delegates started nominating candidates for the PEB elections to be held during the World Congress in October. The meeting was concluded by the Swiss National President Mario Bolgiani who thanked all those present for their participation and invited them for a stand up lunch in the Municipal courtyard.

    Poland invitation: Following the information given to you regarding this invitation on our e-News 4, for two members to participate during the Polish Police Foundation 90th Jubilee commemoration, which will take place between the 22nd and 26th July, we are pleased to inform you that four members expressed their interest to accept this invitation. Since the first two applicants were life members Patrick Cassar and Giselle Attard, their request was confirmed and the Polish Section President Mr. Arkadiusz Skrzypczak was informed accordingly. Our representatives attending for these commemorative festivities have only to cover the travelling expenses, while the rest will be looked after by the Polish Section. Our members will be parading with other colleagues wearing the Malta Police uniform.

    Certificates to the NEC members: Following the successful organisation we have managed to achieve during the PEB visit to Malta, and the contribution given by all members of the Executive Committee for this success, the National President together with the Secretary General decided to award all members of the Executive Committee with a certificate to show their appreciation for the excellent job performed. A certificate of merit was also awarded to our member Neville Mercieca for his work and for being instrumental so that our Section could launch our website on the 20th April 2009.

    L’Aquila Earthquake appeal: Following an appeal from the International Social Commission to collect and send donations in favour of the L’Aquila Earthquake, which occurred two months ago in April, it was decided that our Section will contribute 100 euro, 55euro being taken from the association funds while 45 euro were collected from among the National Executive committee.

    Full Service membership cards: During one of the NEC meetings it was decided that members holding a Life membership and Full service membership be issued with a special IPA ID credit style card which includes also their photo. These cards are kindly being sponsors by HSBC Bank. Once again we take this opportunity to thank HSBC Bank for their support.

    Italian Police Anniversary: On the occasion of the 157th Anniversary of the Italian Police ‘Polizia di Stato’, European Police from different countries were invited to be present in Rome to participate during these festivities. Countries Portugal, Montenegro, Bulgaria, Albania, Croatia, Greece, Spain, Austria, Slovakia, Belgium, France, Holland and Malta participated. For this manifestation our Force sent Mobile Squad M69 Ford Focus car attended by PS 128 Joseph Farrugia, PC 24 Martin Pace and our member PS 524 Paul Cassar. As expected before setting for such a journey, driving from Catania to Rome and back, the car in question went through a very intensive service including the body. Upon arriving at Catania our colleagues were met by the Italian police of the Squadra Volante, who escorted them up to ancient city, a distance of 840 kilometres, arriving at Nettuno – Rome late at night round about mid-night. On the 8th May, anniversary day, all the participating cars where displaced in Pizza del Popolo, our car being given the front line. Off course la Polizia di Stato was also present displaying their best vehicles including the famous car, the Lamborghini. The manifestation took three day, and it was visited by crowds of people accompanied by their children. All our colleague remained very impressed and it was an experience they will never forget.   9. RAF Wreath laying ceremony: Upon reading this introduction one might ask, ‘How is it that our Section took part during this RAF ceremony’? It all started round about January this year when our colleague Antoine Casha received a request from Surrey IPA Branch asking whether it was possible for our Section to lay a wreath on the RAF monument at Floriana since three Surrey Police Officers are enlisted there. Upon concluding to fulfil this request during a NEC meeting, on behalf of our foreign colleagues, it was discovered that an official ceremony takes places every year around this monument on the 6th May, organised by the RAF Association. During the weeks that followed contacts were made with Mr. Gauci the RAF association secretary, Surrey IPA Branch was informed and finally our friends decided to participate during this ceremony by sending a party of six police officers. In view of these developments, it was decided that for this year IPA Malta Section will only join the Surrey group and the laying of the wreath will be performed by our UK colleagues. Consequently on Wednesday 6th May a party of six police officers from Surrey Police Branch all dressed in their gala police uniform lead by Tony Everson and accompanied by members of our NEC attended for the RAF Wreath Laying Ceremony which was attended also by His Excellency the President of the Republic of Malta Dr. George Abela. Attendance for this ceremony included Ambassadors, War Veterans associations and representatives of the Armed forces of Malta and the USA navy. After the ceremony, in the afternoon our friends were taken to Police Headquarter where they had a courtesy meeting with Mr. Joseph Cachia the Deputy Commissioner. On behalf of the Surrey group Tony Everson thanked the local section especially Romeo for the excellent arrangements made and the friendly hospitality expressed during their stay.

    Thanks Given Mass at PHQ: On Sunday 17th May a Thanks Given Mass was concelebrated by Fr. Ray Bonnici our executive committee member at Police Headquarters Floriana to commemorate our anniversary. The Service was attended by members of the Executive committee lead by the President Dione Bugeja and other members. For this occasion the 1st and 2nd ‘lesson’ were read by Dione and Romeo while Joe Calleja read the ‘salm responsorjali’ After the Mass all those present met at the Other Ranks canteen for drinks and traditional cheese cakes ‘pastizzi’.

    Visit to the Blood Bank: Unfortunately following the tragic death of our colleague PC 381 Dennis Sammut which occurred on the 6th May at Naxxar and the funeral which took place on Friday 8th May, the same day when we had organised the visit to the Blood Bank, this activity had to be postponed to a later date. On behalf of the Executive Committee and members we would like to take this occasion to express once again our condolence to the Sammut family.

    However on Friday 22nd May a group of members and friends met at the Blood Bank G’Mangia to render a service to the community, something which is continuously in demand. As always our thanks go to our colleagues who helped to organise this activity.

    Community Work at id-Dar tal-Providenza Siggiewi: As part of the anniversary activities a group of members lead by the National President Dione Bugeja called at id-Dar tal-Providenza Siggiewi on Saturday 16th May to conduct community work in aid of the ‘angles’ as Dun Mikel Azzopardi the founder of this institution, used to call the challenged people living in these two Homes. To avoid the heat of the day we planned to start works as early as possible. After a short prayer by Fr. Ray who was also one of the volunteers, we were given the task to remove by hand a quantity of dry grass along a boundary wall, which grew parallel with an electric cable. Since most of the workmen had passed their 50 years mark, as noon approached work became rather harder due to the heat of the day. However we are pleased to say that before lunch the job assigned was completely ready and everyone felt satisfactory that on this occasion we were able to give rather than receive. ‘T’ shirts kindly donated by Vodafone Malta.

    Pistol shooting competition: Another activity during this month was the pistol shooting competition which took place on the 23rd May in the afternoon at the AFM shooting range at Safi. For this competition eight participants took part after filling in all the relative necessary papers and producing the required documents which included police licenses and insurance policy. Before entering the range all relative documents were once again checked against the respective personal fire arm being used. During the competition all participants fired a total of 24 rounds, six rounds at each time, from different distances and within different timings. The overall winner was Robert Attard who obtained 169 points followed by Mervyn Borg and Vincent Calleja. Trophies were presented to the winners by the National President Dione Bugeja, who was also one of the judges and who monitored the competition from beginning to end. Our thanks go to committee member Patrick Cassar who worked very hard for this activity and Sgt. Chris Stafrace of the AFM for controlling the competition in a most disciplined and safe manner, assisted by Patrick Azzopardi of Bidnija range.

    Visit to His Excellency the President of the Republic of Malta: On the 26th May, upon our request, the National Executive Committee accompanied by a number of members met at the Palace Valletta for a courtesy meeting with His Excellency the President of the Republic of Malta Dr. George Abela. For our Association this was the first official meeting with His Excellency since he took office on the 4th April this year. During a short address by our National President Dione Bugeja, Dr. Abela was congratulated on behalf of IPA Malta for this prestigious appointment, wishing him success in his new role as Head of State. Dione Bugeja then continued to brief His Excellency about IPA in general and the voluntary work being performed internationally and also by the local section. We are pleased to say that His Excellency made everyone feel at ease, and during the meeting very member present could contribute during the discussion. At the end of the meeting a commemorative group photo was taken and His Excellency was presented with an Arthur Troop commemorative medal.

    Condolence: On behalf of the NEC and members we would like to express our condolence to our colleague Ronald Kelly and his family for the loss of his father Alfred which occurred on the 22nd May. Funeral was held the following day at Fleur de Lye parish church.

    Internal Audit: As it is the duty of the Internal Auditors on the 4th April Dione Bugeja together with his German colleague Gunter met the International Treasurer Pierre and his assistant Romain Miny in Luxembourg and together they conducted the internal audit of the IPA financial accounts for 2008. Following the audit and the signing of the relative papers, late afternoon the group managed to pay a quick visit to Luxembourg City before returning back home very early on Sunday morning. Our thanks go to Romain Miny who was responsible to look after the small group during their short stay in Luxembourg..

    Discounted accommodation in Turkey; Section Turkey has negotiated reduced rates for IPA members at two hotels until the 31st April and between 1st September and 31st December 2009. Members can stay at these hotels for 50 Euros per person in a double room and 75 Euros for single occupancy.     Expo Security 2008: Between the 26th and 28th March our National President Dione Bugeja was invited in Galatina Lecce by the organisers of Expo Security 2008, and IPA Puglia region, as one of the speakers on the subject ‘Security during international events / VIP visits. Apart from Malta there were also IPA representatives from UK, Northern Ireland and New York City Police. Upon an additional request by the organisers, Alfio Borg the assistant National Treasurer accompanied Dione Bugeja, wearing the Malta Police uniform, thanks to the permission granted by the Commissioner Mr. John Rizzo. For this Expo all the Italian Police forces, Military and Air Force were present, in their elegant service uniforms and IPA Puglia provided also an IPA stand to promote our association with the Police forces. To this regard while being there, together with the English and the Northern Ireland colleagues, Malta Section gave also a helping hand explaining what our association is all about. We would like to take this occasion to thank IPA Puglia for their hospitality in particular two IPA colleagues Nicola Collucci and Giuseppe Albanese of the Polizia Penitenziara for being available throughout the stay, offering their assistance whenever this was needed. On the way back to Bari airport our Italian IPA friends made arrangements for a short stop at Alberobello and il Grotte di Castellana, where the group was welcomed by the Sindaco of Castellana.

    Comments by the ISG: We are pleased to inform you that in his report to all national sections world-wide about the PEB meeting held in Malta, the International Secretary General had the pleasure to start the opening paragraph by using the following praising words. We believe that this is a clear indication that all members of the PEB have enjoyed their stay with us. Once again thanks to all members and friends who gave us a helping hand towards this success.

    PEB Meeting – Malta – 4/8 March 2009: As we said last month we had a successful meeting, hosted admirably by our friends in Malta. They are a small but thriving Section and receive good support and encouragement from the President of the Republic, Minister of Justice and Chief of Police, all of whom welcomed us to meetings in their offices. Thanks again go to the Malta NEC for their warm hospitality.

    Invitations: During this month an invitation was received from the Polish Section to send two members from our Section to participate during the Polish Police Foundation 90th Jubilee commemoration, which will take place between the 22nd and 26th July 2009. Participants wishing to be considered to attend for these commemorative activities have only to cover the travelling expenses, the rest, airport transfers, accommodation, meals and cultural programmes will be looked after by the Polish Section. One obligation being request is that delegates must be in their official police uniform. Interested serving payable members are kindly requested to call at the IPA office.

    International workshop invitation: Young police forces in Europe without inner borders. This workshop is being held from 31st May to 6 June 2009 in Prague and is open to all National Sections. In support of this project, the IPA President of the Netherlands, Kees Sal, has asked that Sections be encouraged to send two young police officers each to make this Czech Republic initiative a success. This is a follow-up from an education and training programme that was started by IPA Noord-Holland Noord in 2006, continued in Northern Ireland 2007 and then Norway in 2008. Participation fee is €150 per student however this does not include the travelling costs which have to be covered by participants.     Ass. Inter. Secretary General: After the visit to Malta we were informed that our friend the AISG Georgios Katsaropoulos, had to under go a throat operation. We are pleased to report that Georgios is making good progress, and we wish him quick recovery.

  12. PEB Meeting – Malta 2009: As we have informed you for quite some time now between the 4th and 8th March the PEB held its first meeting for 2009 in Malta after being duly invited by our Section. We would like to make it clear that this was a working visit for the PEB and they had a rather long agenda to cover, involving a number of working hours. We are saying this because we were approached by some members who asked us why the PEB was not given the opportunity to meet members of the local section. The working schedule was so tide that to take the PEB out of the hotel for three official courtesy meetings; it took us quite some time to convince the International President. The PEB needed at least 20 working hours and reducing these hours was rather not possible.

    On Wednesday 4th March the PEB members started arriving at Luqa airport since early afternoon, with the last ones arrived at about 21.30, when the weather was not pleasing at all, with gust winds reaching gale force. At the airport our guests were welcomed by members of the Executive Committee who transferred them to Phoenicia hotel, Floriana.

    Thursday 5th March was the busiest day for the PEB, starting the day with a courtesy visit to the Hon. Minister of Justice and Home Affairs Dr. Carmelo Mifsud Bonnici, who for this occasion was accompanied by Mr. John Rizzo Commissioner of Police. To their surprise, as the PEB was not informed, they found on display in the conference hall, the final forty-seven entries of the IPA Photographic competition 2008, this being the first time that such photographs were exhibited by a National Section. After this meeting which lasted nearly up to 10.30hrs, the group moved to the Palace, where at about 11.15hrs they were met by His Excellency the President of the Republic of Malta Dr. Edward Fenech Adami. Since we have taken a number of groups at the palace , His Excellency was well informed about our Association and was in a position to discuss policing with the International President and members of the PEB. Momentums were presented to His Excellency, and upon leaving the palace the group was taken to at Caffe Cordina, where coffee and hot drinks were kindly offered by the management. The working sessions started after the lunch lasting late in the evening when the PEB were taken out by the Executive Committee for a meal.

    Friday 6th March was a full working day for the PEB except between 12.00 noon and 14.00hrs when they were taken at PHQ for a courtesy meeting with the Commissioner of Police. While welcoming our guests at his office, Mr. Rizzo gave them a brief about the structure of the Police Force, then he continued by asking the International President for more information about IPA as he was not completely aware of certain benefits. Mr. Michael Odysseus replied by elaborating more about the IPA work performed, inviting PEB members to give more detailed information about the Commission’s work. During these short presentations the National President Dione Bugeja, intervened by mentioned what IPA Malta was doing for its members and how this information was being communicated through the IPA e-News. He also informed the PEB that with regards to the new recruits at Police Academy these were being introduced to IPA through a power point presentation. On concluding the Commissioner commented that IPA membership in Malta was relatively low in relation to the complement of the Force, and efforts are to be made to increase membership. He will be doing his best to see that most of the police officers within the force are made aware of IPA and its benefits so that membership can be increased. At this stage momentums were exchanged and while the National President Dione Bugeja thanked the Commissioner for his support in providing an office and meeting place, he presented Mr. Rizzo with an Arthur Troop silver medal. Refreshments were offered by the Commissioner at the Officers Mess before the PEB returned back to the hotel at 14.00hrs for their third working session.

    On Saturday 7th March the PEB started their forth session immediately after breakfast and at 10.30 members of the local section were invited to join in for the final session. During this meeting the International President thanked the Executive Committee for the excellent way in which the PEB meeting was organized and the friendly spirit manifested during the entire stay. All the PEB members felt honoured to have been given the opportunity to meet His Excellency the President of Malta, the Hon. Minister of Justices and Home Affairs and the Commissioner of Police. In reply the National President expressed on behalf of the Executive Committee that we were all pleased that after twenty years the PEB had returned back to our Island and that it was evident that everyone was pleased with what we prepared for them. Every member of the NEC was given the chance to express his feeling about our Association and what as a team were our future objectives. The PEB meeting in Malta was closed with a short prayer by Fr. Ray for the good of all the Association world-wide. In the afternoon all the group was taken o a half day tour of the island visiting Rabat, Mdina, Mosta, St. Paul’s bay and the Upper Barrakka Valletta. In the evening the PEB entertained the NEC for a dinner, where at the end momentums were exchanged and certificates of Merit presented. During the meetings days, while the PEB held their working sessions, accompanying spouses were taken out on tours of Malta by members of the NEC, Joe Borda, Patrick and Pierguido.

    On Sunday 8th March first departures started at 07.30 and continued during the day, except for Wendy and Michael Odysseus, who extended their stay by one and two days respectively.

    Comments received from the PEB: You did a hard job, organised a lot of event for us. The Hotel was excellent and it was really honourable to your President, the Minister and the Commissioner. Your island and cities which we could visit were charming, I loved the style of their construction what was different than ours in Hungary. Juliana.

    On behalf of my sister Claude and myself I would like to thank the Maltese section for your hospitality. We are aware that organizing such a meeting in such perfect manner is a hugh work for a small section, so let us congratulate you for the magnificent result. In spite of the bad weather we enjoyed our stay in Malta, most of all your company. Everything was perfectly organized and yet everything felt so relaxed and friendly: The high art of hospitality! I am back to the office and I feel the need to express once more my sincere thanks for everything you and your colleagues did to make our stay in your nice country pleasant and our meeting a success. PEB meeting Malta 2009: During this month the Executive Committee was very busy concluding the final touches for the PEB meeting in Malta, after considerable planning and work during the past six months. You can rest assure that this commitment was not an easy one to make all financial ends meet. This achievement could only be possible thanks to a number of friends who came forward to help members of the committee.     During their stay the PEB will be meeting the Hon. Minister of Justice and Home Affairs Dr. Carmelo Mifsud Bonnici, at the Auberge D’Aragon during which meeting a Photographic Exhibition, consisting of the final forty eight selected entries of the photographic competition, organised last year by the International Cultural Commission, will be inaugurated and kept open for IPA members and the general public up till Wednesday 11th March. Another courtesy meeting is scheduled with His Excellency the President of the Republic of Malta Dr. Edward Fenech Adami, at the Palace Valletta. On Friday 6th March it’s all day’s work for our friends with their final working session being on Saturday. Last meeting on the agenda is that with the Commissioner of Police Mr. John Rizzo after a short visit at Police General Headquarters. Weather permitting; the group will be taken for a half day tour to Rabat, Mdina and Mosta returning back from the Coast road, St. Julian’s and Sliema. Sunday 8th March is departure day for most of our guests except for the International President who will be extending his stay till Tuesday.     Visit to Hendon’s Leadership Academy: A few weeks ago, I had the opportunity of visiting Hendon’s Police Leadership Academy, one of the largest police training centres in the UK. But this was only possible with the help and cooperation of different members of IPA, both locally and in the UK. But I feel that I should narrate how all this came about.

    Some months ago, during a pass out parade at the Malta Police Academy, I was talking to Mr Dione Bugeja who is president of IPA, Malta Section and the discussion fell on IPA and on how members are recruited. I was told that membership is open to all police officers and to anyone who once served in the police force. With huge interest I asked whether, albeit I was never a direct member of the Malta police force, I could still be able to become a member of IPA since I have been doing work and research within the Malta and UK police forces for a number of years. He explained that procedures had to be followed, namely to set up a policy with regards to employees working with the police. The necessary steps were taken, my application was accepted by the ‘admission board’, and today I can boast as being the first civilian, and naturally the first female ever to become a member of IPA Malta Section. I must admit that I am very proud of this privilege. Being now a full-fletched member, I started to see what the real functions of IPA are, and amongst other things it came to my knowledge that when going abroad, contact can be made with the local IPA members.

    A few weeks ago, I decided to go and visit my son who is reading for a degree in the UK. Consequently I asked whether some kind of contact could be made with the local police. Bearing in mind my lecturing role at the Malta Police Academy, I was very interested to visit anything which had to do with police training, especially in subjects like leadership, management, motivation and stress (which incidentally were my areas of study and research). To my greatest surprise and joy a couple of days later I was told that I could visit the Police Leadership Academy in Hendon. Of course I received this news with pleasure and great enthusiasm. This Academy organises courses and training for all grades of the Metropolitan police, ranging from recruits to the highest officials. Extensive training in leadership and all aspects of management are tackled, and the higher the rank of the police official, the more intensive the training is. Great emphasis is put in particular, to the ranks of police sergeant and police inspector. The motto of this Academy is Working Together for Excellence in Leadership. Rightly so, it is perceived that every police officer is a leader as very often one encounters circumstances that demand leadership skills. For this reason, in this academy, all police officers are given the best training to help them become the best leaders possible: “to become the best they possibly can; to develop the competence, confidence and courage needed to be inspirational leaders”.I sincerely wish to thank all those who were involved in making this opportunity possible for me in particular Ms. Wendy Syddell of the Academy, Officer Chris Butler and John Bowers who showed me around the Academy. It was certainly a unique opportunity for me and I earnestly encourage police officers to join IPA, this universal association that unites police officers worldwide. Dr. Roseanne.

    45th Anniversary : As we have done in previous years for the occasion of our 45th Anniversary which is celebrated on the 30th April, the Executive Committee will be organising a number of activities to commemorate this event. As part of our activities once again we intend to call at the Blood Bank, hopefully with a good group, and to perform Community work. These two activities are very much at heart and are very much appreciated. ‘Giving’ tends to give that satisfaction which is not felt when receiving. Once again you are encouraged to participate during these activities.

    Invitation: As members of the Mediterranean Regional group, our Section has been invited to participate for the IPA Mediterranean Regional Meeting which this year is being held between the 8th and 10th May in Lugano Switzerland. The two delegates attending for this meeting unfortunately have to make good for the travelling expenses, which amount to round about 300 euro. Lodging is offered free by the Swiss Section.

    Photographic Exhibition: As we have informed you in our introduction, between the 5th and the 11th March 2009, IPA members and the general public are invited to visit the international IPA Photographic exhibition organised by the International Cultural commissioner at the Auberge D’Aragon (office of the Ministry of Justice and Home Affairs) Valletta between 09.30 and 17.00hrs. Those keen on photography should not miss this opportunity to compare their work with that of other colleagues around the world.

    Congratulations: On behalf of the Executive Committee and members we would like to congratulate our IPA colleagues Neville Aquilina and Neil Harrison for being promoted to Assistant Commissioners, whilst Abraham Zammit and Marco Mallia, to that of Superintendents. We wish all our friends success in their new respective ranks.
